THE GRANDE EAST AFRICAN CODE
This is a list of declarations that just be at the core of the Federal Republic's Constitution. These Statutes are to be held, honoured, preserved and enforced as sacrosanct. These are to be well blended with existing laws in the East African Community to form the East African Constitution
STATUTE OF GOVERNMENT MERITOCRACY
All Governmental appointments must be on a basis of reasonable merit.
In all government institutions it shall be criminal not to promptly respond to applications and requests for information.
STATUTE OF LIFE
Guards against all forms of murder
Guards against attempted murder
Ensures all get free and proper health care.
National census is carried out every 5 years.
The FREA government must ensure that all data of births, population and deaths becomes totally digitised within 5 years into the Africaneta time. All new born babies are to be registered instantly and given a national ID. The national ID must be equipped with an indestructible encoding of one’s personal genetic imprint and it must be very electronically enabled to allow transactions, signatures, identification in any other agenda. This ought to minimise the need for any other identification.
STATUTE OF DIGNITY
Protects African dignity and pride.
Protects against personal or group abuse.
Against abuse of action by hate of self, other or the African nature.
Against abuse of drugs
Against terrorism
Against abuse of alcohol
Against external imperialism
Controls and mandates the police and the army
Against invasion
Against divisionism especially kingdoms, chiefdoms and cults.
Against infliction of violence against any man.
Protects and controls religious groups
STATUTE OF AFRICAN HERITAGE
Protects all FREA artifacts from damage or theft.
Protects against damage and defacing of heritage.
Ensures great African inspiration, love and pride.
The Federal Republic must emphasise unity among the East African states. Cross State border activity must be heavily encouraged.
STATUTE OF PROPERTY
Guards against all forms of theft.
Guards against trespassing
Guards against all forms of corruption
Guards against bribery and graft
Against impersonation
Guards against pollution, emphasises the use of electrical energy. Burning of charcoal is totally forbidden.
Encouraged the total electrification of all transorort systems.
Protects Intellectual Property.
STATUTE OF THE FAMILY
Defends married persons
Controls separation and divorce
Controls the number of kids produced by the family
Protects the position of the father
Protects the position of the mother
Controls adoption
Controls birth control, child birth and child rearing
Against late abortion
Controls domestic work
Half day work for all mothers in all states but with the same pay as the men
Mandates and restricts the responsibility of the mother to her children
Mandates families to aggressively indulge in teaching and preserving African heritage
STATUTE FOR CHILDREN
Ensures that all the child’s basic needs are met effectively
Protects and cares for orphans
Guards against abandonment
Guards against starvation and poor health
Ensures the child’s education
STATUTE OF MORALS
Guards against all immorality
STATUTE OF PRESTIGE
Honours heroes of FREA
Honours teachers
Honours philosophers
Honours creativity and innovation
STATUTE OF THE CONSTITUTION
All Laws must be made with a forward looking view to at least 100years ahead and as such all planning activity shall provide for this premise as well.
In addition to the above statutes there shall be statutes declaring the various Arms, Ministries, Structures and Functionalities of Government as laid out in this document. Also, for any gaps, the sample constitution of the current Uganda will be used primarily with other current international benchmarks filling in the remaining gaps.
STATUTRE OF HEALTH
ivate pharmaceutical companies are to be encouraged but heavily regulated directly by the Ministry of Health.
Partnerships with more affluent Countries especially Japan, China and India are to be fostered to ensure development of the health sector of the Federal Republic.
Health services shall be tiered.
All Tier One health services mostly involving basic immunisation, basic health treatments and Child and Maternal Health Care are to free of charge.
Tier two Health services involving medium complexity ailments and are to be particularly covered by the state and by the individual. This is to apply for the short term as the Federal Republic's resources grow.
All Tier three Health Services mostly encompassing complex expensive treatments are to be fully covered by an individual or by community contributions in the short term as the FREA's resources grow.
