ARMS OF THE GOVERNMENT
The Central/Federal Government has three arms: The Legislature/Senate/East African Legislature, the Judiciary and the Executive.
The order of power establishment is as follows: The people elect their Mayoral Representatives (Senators) who are each accorded a major city(with more than 100,000 people) and its immediate neighbouring territory as designated in the founding declaration; the senators then elect from among them one person to take on the position of Prime Minister (The First Mwalimu). The Prime Minister is the overall head of FREA and he or she takes on command over the executive and the centralised Defence Forces that defend the peace and unity.
A Prime Minister will serve for a maximum of two terms and each term shall last five years which is also the length of term of the each Senator.
Each Federal State will retain its own Ceremonial President rotated from one the leaders of the native cultural institutions (Kingdoms and chiefdoms) within its borders. This ceremonial president will be responsible for formalisation of key decisions of Parliament especially the elected prime Minister.
The Legislature shall be absolutely centralised to be a full Legislature for the entire East African Community. It shall be based in Arusha where the Administrative Capital of FREA shall be.
The legislative branch will hold supremacy over all other branches of government. Each East African country will send Members of Parliament (MPs) from their constituencies. These MPs will, in turn, elect the Chief Mwalimu, or Prime Minister, who will hold the highest office in the land.
Both the Judiciary and the Executive will be directly accountable to Parliament. Members of the Judiciary will be appointed by Parliament, with candidates' names being forwarded from the existing judicial system, but the final decision resting with Parliament. The Executive, composed of Ministers, will be appointed by the Chief Mwalimu, who will have been elected by Parliament.
Thus, Parliament will be established as the most superior body in the land, overseeing both the Judicial and Executive branches.
The three arms of government will have distinct roles. The legislature will be responsible for making laws, serving as the supreme decision-making body in the land, and overseeing both the executive and the judiciary. The executive will focus on planning and implementing national plans, ensuring all initiatives align with long-term national goals. It will also handle the defense of the country, with the national army under its control. Meanwhile, the judiciary will enforce the law, punish lawbreakers, and control the police and criminal investigation systems.
The Centralised General Defence Forces under the Executive shall be the Ground Forces, the Air force, Navy and Intelligence Agencies. The Power to declare war shall be vested in the Head of State the Prime Minister.
Police, Prisons, and Criminal Investigation Agencies shall all be under the Judiciary.
The Legislature shall retain direct command(by vote) over all Special Forces and the power of mobilisation or expansion of the Army.
To limit the power of the legislature, digital elections will be implemented for parliamentary seats. This approach aims to make elections more affordable and to ensure that members of parliament remain closely connected to society. With a proposed two-year term for parliamentarians, the system will prevent the buying of votes and keep representatives grounded in their communities. Although the parliament will have the authority to pass any law, it will not have the power to alter laws that directly affect its own operation. Changes to parliamentary term limits, powers, or parliamentary budgets will require a vote by the entire country, ensuring rigorous oversight and preventing self-serving legislation.
THE MINISTRIES OF THE EXECUTIVE
The Judiciary and the East African Legislature are all independent of any ministry, but they may receive support from the ministries on matters where required.
The Ministries are listed by order starting with the entity that takes the largest share of the national budget.
Ministry of Research, Education, Innovation and Technology
The aim here is to have education that directly plays into the relevant intellectual property and labour requirements of FREA.
Ministry of Physical Development
This ministry is responsible for all physical planning, architecture, affordable housing schemes, utility infrastructure.. All City based companies fall under this ministry.
Ministry of Documentation and Information
In charge of all government record keeping.
Ministry of Justice and Liberty.
Incharge of Law practice, the Police, Police Intelligence, Prisons and Elections. It however only acts as a support entity to the Judiciary.
Ministry of Health
In charge of all Health related matters in FREA.
Ministry of Defence
In charge of the Federal Army, Navy, Special Forces and Defence Intelligence.
Ministry of African Heritage
In charge of Heritage Documentation and Conservation, Heritage Tourism, National Awards, Music, General Entertainment/Recreation, Languages (Including Africaneta, Culture, Sociology, Panafricanism, Family, Gender and Sports.
Ministry of Industry
In charge of all Industrial Production, Standardisation and all Industrial Parks.
Ministry of Energy
In charge of all Green Energy Technologies, Powerplants and Energy Distribution
Ministry of Transportation
In charge of all Transportation Systems.
Ministry of Agriculture
In charge of all Agricultural Activity.
Ministry of Finance
In Charge of all Government Finance Matters and General Economic Planning.
Ministry of Nature
Takes care of all natural environmental matters (flora and fauna), climate/weather matters, natural conservation matters, game parks, nature tourism.
Ministry of Foreign Affairs
In charge of all National Representation outside the Federal Republic. In charge of all envoys/ambassadors and embassies.
FEDERAL PARASTATALS
All Federal States must surrender their parastatals/agencies to be amalgamated into the Federal Republic's Agencies as follows:
East African Apprenticeships Corporation.
Under the Ministry of Research, Education, Innovation and Technology.
This company is an organisation directly controlled by FREA and it is responsible for training and employing all critical professionals. No professionals shall be trained outside the purview of this entity. In addition it regulates the quality of training, skills and employment received by anyone within FREA. All pre-existing professional bodies will be amalgamated into this body.
East African Data and Computer Technologies Corporation.
Under the Ministry of Research, Education, Innovation and Technology.
This body shall be responsible for setting up, managing and regulating all Data Centres within FREA. It shall establish and run all government data Centres and related infrastructure in FREA. It shall regulate the internet, artificial intelligence and any computer related technologies.
East African Intellectual Property Company.
Under the Ministry of Research, Education, Innovation and Technology.
This organisation shall be responsible for the support and protection of East Africa's creatives, scientists, researchers, innovators. It shall also be responsible for sourcing and allowing for smooth transfer of technologies from more advanced allied countries.
East African Records Authority
This body is under the Ministry of Documentation and Information.
This shall be the Body that carries out all the documentation, minuting, secretarial work, record keeping, statistical work, archiving, digitization of records and any other records related activity for all ministries, government agencies and government bodies in the Federal Republic. This means that employees of this authority must be in each and every government body. Every statistics entity in the former states will be absorbed into this body. This is the body that carries out the census and any registrar work such as the registration of companies, issuance of national IDs, passports etc.
East African Mining Company.
This is under the Ministry of Industry.
This is the company that is in charge of all the mining activities in FREA. All mineral resources in the land shall be regulated and controlled by this body with priority given to internal refining of these minerals.
East African Trade, Investment and Industry Authority.
This is under the Ministry of Industry.
This body shall regulate the flow and dispensation of capital within the land. This organisation shall regulate all trade and industrial activity within East Africa.
East Africa Standards Authority
This body is under the Ministry of Documentation and Information.
This organisation is in charge of the quality of goods and services delivered in FREA.
The East African Railways and General Transport Systems Company.
This is under the Ministry of Transport.
This unit is in charge of controlling all transport systems in FREA. For the case of rail systems, all Rail Transport Infrastructure and Services will be directly run by this entity. It will have branches that regulate other transportation modes such as Road, Air, and Water.
The East African Common Bank
This is under the Ministry of Finance.
This shall be the enforcer of the monetary union. It shall act as the central bank of the unified state.
The East African Revenue and Customs Authority.
This is under the Ministry of Finance.
This body shall collect and document all Taxes within FREA.
This body shall be the enforcer of the Customs Union.
This body shall regulate all the cross border systems of the Federal Republic.
East African Public Construction Company.
This is under the Ministry of Physical Development.
The body is an active corporation consisting of several amalgamated former national construction companies. It is a contracting body that shall undertake the construction of all public buildings and infrastructure. The way it operates shall be as follows: The central headquarters of the body oversees multiple chapters that are each linked to a major city (above population of 100,000). These Chapters compete with each other for Public Projects which boosts quality of work and ensures value for money. Cities receive minimum financial assistance from the Federal Republic Government but they are allowed to carry out work in other cities or on projects in the country-side through their Constructor Chapters. No city is allowed to carry out its own public constructions. Rather, each city is supposed to procure a Chapter from another major city to carry out this work. Therefore City Constructor Chapters must look for work in other cities in order to accumulate enough revenue to develop themselves. This way city operations shall be well tied to construction as it is through construction that the young cities of FREA shall develop sustainably.
THE ARMED FORCES
All armed forces personnel are to be considered as Professionals and as such must undergo professional training at the tertiary level in addition to their military/force training.
Every state must foot the budget for it's general army.
The other armed forces the navy, airforce, intelligence bodies, police, prisons, hazards management like fire departments, and any other specialised forces) shall be absorbed and run by the Federal Republic. No individual Federal State shall be allowed to maintain a specialised force.
The fire and hazards response department shall be under the police.
Army Heirarchy: General, Colonel, Lt. Colonel, Major, Captain, Karago, Terataratenga.
