FREA'S ECONOMIC STRUCTURE
The three cornerstones of the Federal Republic's economic policy are a robust, well-integrated Education to Labour System, the Ujamaa Tech Hubs, and the City-linked Construction Companies. These three pillars shall be firmly rooted in a stable foundation of an Intellectual Property-aligned Industry and Innovation environment.
THE CURRENCY OF FREA
The East African Nyota shall be the central currency of the Federal Republic. All other currencies shall be equated and converted equitably over a period of five years into this currency. A provisional relation shall be 1 Nyota = 1 Kilo of Sugar.
"Nyota" originates from the Swahili word meaning "Star".
TAXES
All major taxes shall be consistent with the average of what is currently provided for in the countries of Uganda, Kenya, Tanzania, and Rwanda.
SCIENCE AND TECHNOLOGY IN FREA
The Federal Republic shall actively support and encourage science and technological projects throughout the land, especially by empowering people through the Ujamaa Tech Hubs.
Its research fields and applications, in order of priority, include:
Computer/Digital Technologies (AI and big data inclusive)
Biotechnology (including advanced agricultural science and advanced medicine)
Green Technologies (including sustainable city development)
Potent Energy Science (including Atomic Energy / Nuclear Fusion / Nuclear Fission / Nuclear Physics)
Nano Technology
Robotics
Space Science - Astro Physics, Space Exploration - Exobiology
All Universities, Ujamaa Tech Hubs, and Research Facilities shall be open 24 hours a day, 7 days a week. Employees can be cycled through three and four-day working weeks; otherwise, the public should have access to any technological or intellectual resources at any time of day and any day of the week. This is intended to boost productivity in the science and technology sector.
To fast-track scientific progress, priority shall be given to the import of entire laboratories and foreign experts/researchers/tech gurus who shall directly interact with the youth in FREA for the transfer of intellectual property. This shall be a major effort to prevent our people travelling to other countries for basic education. The world is teeming with highly capable experts in various fields today; we might as well get those to FREA with well-facilitated residency for three years plus.
SCALE OF FEES OF MAJOR PROFESSIONS - (AN AVERAGE MINIMUM CREDENTIALS PROFESSIONAL IS CONSIDERED HERE - OTHER DISCIPLINES AND POSITIONS MAY BUILD AROUND THIS BASIS FOLLOWING GOVERNMENT-ISSUED GUIDELINES)
Teachers - 120 currency points
Consultants (Doctors, Lawyers, Architects, Scientists, Assorted Researchers, etc.) - 100 currency points
Armed Officers (Police, Army, Prisons) - 70 currency points
Support Staff - 50 currency points.
ECONOMIC STIMULATION THROUGH THE UJAMAA TECH HUBS
The idea encapsulates a dedicated government-backed financing system and innovation-driven development. The government directly backs financiers, through limited taxation, whenever they provide financing through the Ujamaa Tech Hubs. All Government Projects, save for very rare exceptions, are required to have an aspect that contributes directly to the Ujamaa Tech Hubs in the aspect of boosting innovation-based business.
Each Ujamaa tech-hub must have good internet facilities, Public IT training Resources/facilities, tech repair shops/workshops/fundis (All mobile and computer repair shops and other small tech facilities must be designated in the Ujamaa). All Mobile Service Centres/Shops and other Tech-Related Service Centres must be designated in the Ujamaa tech hubs. Each Ujamaa Tech Hub must have a Library, a reflection Garden with a Gazebo, and Public Rest Rooms.
The Ujamaa Tech Hubs system is meant to help FREA develop from the cell upwards. It shall leverage well-thought-out partnerships with Big Tech Companies all over the World.
The Ujamaa Tech Hubs will assist the stalled mechanised Agriculture component of the East African economy. The hubs in agricultural regions will be mostly dedicated to the servicing and innovation of agricultural machinery and other endeavours, such as Big Data and AI for this cause.
The Ujamaa Tech Hubs are to be the centres of achievement and for general wealth and comfort creation for the masses, but all the wealth creation has to be centred around tech money. For example, all people that participate alongside a tech firm will have associated benefits in the procurement process.
All public procurement processes must be disseminated through the Ujamaa Tech Hubs, with Research and Innovation Officers being the authorised government representatives at each Tech Hub and, as such, the Head of each Tech Hub.
All non-tech-centred efforts will not have these associated benefits in the system. This will, in turn, leverage the power of the often corruption-ridden public procurement systems. Small-scale public projects are not to be considered anymore. All public projects must be comprehensively planned at an overarching level where a tech/science-based aspect is at the centre. For example, one cannot simply say they are setting up government offices for an agency, but the project could be part of an innovative construction technology project that requires all government projects to be constructed using the construction technologies being tested or examined in order to build intellectual potential and capacity.
The Ujamaa Tech Hubs will be centres of micro-industry, trade, learning, and technology.
The Ujamaa Tech Hubs structures themselves will be monumental architectural testimonies to the unification of East Africa. Each will be built using a fractal system of organisation of space and element configuration in mind.
